Well you'd have to define "virgin". Is a virgin a) someone who has never had men's sperm in her before, or is it b) someone who's never had sex before? If a) then no If b) then... well I don't know that much about the latest technology but what are those test tube babies? Can't a virgin women get pregnant that way?

Of course. I was born a virgin. But if you mean, a birth to a virgin mother, I also have to say "of course." All that's required for mammalian pregnancy is that a sperm cell meets an egg cell. That doesn't HAVE to mean that entry by a penis occurs.
