Does capital punishment make every citizen and executioner?

Of course not. If a citizen disagrees with capital punishment, and would change it if they could, then surely they cannot be branded an executioner. It's not an individual's fault, if they are powerless to change it.
(I was assuming it's meant to say 'AN executioner', not 'and'...)
