Of course not. If a citizen disagrees with capital punishment, and would change it if they could, then surely they cannot be branded an executioner. It's not an individual's fault, if they are powerless to change it. (I was assuming it's meant to say 'AN executioner', not 'and'...)

No, capital punishment does not make every citizen, and I doubt it makes every executioner.
No more than an unjust war makes every citizen a murderer.
No, I don't think it does. But I still think the capital punishment is a heinous institution.
