It would depend on the context really I think. In terms of clothes, what would be indecent to wear to work still includes a lot of things that would be perfectly respectable to wear to a club on a saturday night (depending on where you work I suppose!)

"Indecency", like other concepts that depend on community values, is difficult to define. My personal yardstick for an indecent thought or gesture would be "an affront to taste that cannot be ignored". An indecent action would have to be judged by the criminal code.
