I believe Janet Reno (former attorney general of the US) is also honest and sincere, but she will probably not be elected to any position because she doesn't fit the slick profile necessary to succeed in politics in the US. I bet when they started out, most of them had every intention of being honest. Unfortunately, that's not the way the world works. I wouldn't go so far as to call them all dishonest, but rather, they tend to be economical with the truth.
